Police in Kathmandu are currently investigating a case following the arrest of a woman who stole a baby from a maternity hospital in Thapathali on a Friday afternoon. The suspect, identified as Mankumari Singh from Dailekh, was apprehended at 11 p.m. from Kandaghari in Kathmandu. Authorities successfully rescued the stolen baby and reunited her with her parents.
The stolen child, a 26-day-old daughter of 22-year-old Savina Shrestha from Chaurideurali, Kavre, was taken from the maternity hospital by Singh. The District Police Complex Kathmandu is now rigorously investigating the case after arresting Singh, her family, and her family’s husband, who were allegedly involved in the theft.
The nature of the crime committed by Singh appears to align with kidnapping charges. According to Section 211(a) of the Civil Code 2074, kidnapping involves seizing or controlling a person’s movement through force, threat, deception, compulsion, intimidation, or intoxication. This includes using or not using a weapon, controlling a vehicle, or restricting someone’s movement against their will.
Under Section 213 of the same Act, the punishment for kidnapping varies depending on the circumstances. However, if the kidnapping involves murder, assault, or injury, the penalty could be imprisonment ranging from seven to ten years and fines from seventy thousand to one lakh rupees. For other purposes, the penalty could be imprisonment for three to five years and fines from thirty thousand to fifty thousand rupees.
